Some people think it's just for those “in the know” or elected officials. Ironically, a caucus is intended to be a very welcoming meeting, in your neighborhood, with your neighbors of the same political party. The House District 54B Republicans want to encourage participation in the upcoming 2012 Precinct Caucuses. With the election of a new President and new Minnesota US Senator in November 2012, the February 7th Caucuses are more important than ever. All you need to do is show up!&lt;br /&gt;&lt;br /&gt;Below are some frequently asked questions about the Caucus process. If you need more information, please feel free to contact us. A caucus is simply a gathering of people interested in exercising their rights in the American political process. This is the first opportunity for you to affect the process by supporting potential candidates and discussing platform issues.&lt;br /&gt;&lt;br style="font-weight: bold;"&gt;&lt;span style="font-weight: bold;"&gt;How is a Primary different from a Precinct Caucus?&lt;/span&gt;&lt;br /&gt;Most states will narrow the field of candidates with a Primary. Voters cast a ballot, without discussion prior to voting. Caucusing allows you to cast a vote for your candidate, but discussion and presentations can occur before ballots are cast.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Who can attend a Precinct Caucus?&lt;/span&gt;&lt;br /&gt;Anyone that is a United States citizen and eligible to vote in the November 2012 election is invited to participate in the caucus. This is grassroots politics in action.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;How do I determine my Precinct?&lt;/span&gt;&lt;br /&gt;The easiest way to find your Precinct is to use the &lt;a href="http://pollfinder.sos.state.mn.us/"&gt;Precinct Finder&lt;/a&gt; on the Minnesota Secretary of State website. In the event that a delegate cannot attend a convention or cast a vote, an alternate may be seated. Alternates are called upon in order of their election ranking. To become a delegate, you submit your name and all those in attendance vote to elect delegate. In turn, delegates advance to the BPOU Convention. Delegate terms are for two years. All caucus attendees will be able to vote in the Presidential Preference Poll.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Why attend a Precinct Caucus?&lt;/span&gt;&lt;br /&gt;The importance of attending these caucuses cannot be overstated. Our success in November hinges on our ability to organize, mobilize, and activate volunteers throughout our District and Minnesota. Local caucuses are the first step in this process. If you don't participate, you are letting someone else decide for you. In the 2012 Precinct Caucus, delegates will have a chance to cast a vote for the candidate they support for President. During the Precinct Caucus, resolutions may also be submitted, discussed and voted on for further consideration. Resolutions are desired changes or amendments to the current Republican Platform. After a resolution is submitted, the merits are discussed, and Caucus attendees vote on it. If the resolution is passed, the platform committee at the District convention considers it. People often ask how the Republican Platform is created. It all starts at the Precinct Caucus.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Where is my Precinct Caucus?&lt;/span&gt;&lt;br /&gt;Since the initial caucuses are designed to gather neighbors together, they are nearby your home. For House District 54B, all precincts meet at:&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Vadnais Heights Elementary School&lt;/span&gt;&lt;br style="font-weight: bold;"&gt;&lt;span style="font-weight: bold;"&gt;3645 Centerville Road&lt;/span&gt;&lt;br style="font-weight: bold;"&gt;&lt;span style="font-weight: bold;"&gt;Vadnais Heights, MN 55127&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;When is the 2012 Precinct Caucus?&lt;/span&gt;&lt;br /&gt;Tuesday, February 7th. Registration starts at 6:30 PM. You should already be registered and in place by 7:00, so be sure to arrive early. Each meeting begins promptly at 7:00.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;What happens at the Precinct Caucus? &lt;/span&gt;&lt;br /&gt;•    When you arrive, local volunteers will help you register and answer questions. There is no charge to attend the Precinct Caucus.&lt;br /&gt;•    We will meet in a large room for a few minutes and listen to a short address from some of our local Republican legislators.&lt;br /&gt;•    Then you will be directed to your Precinct room. Each Precinct meets in a separate school room.&lt;br /&gt;•    The precinct meeting will be called to order at 7:00 PM sharp. Robert's Rules of Order for Parliamentary Procedure are used throughout. Don't worry if you are not familiar with procedure. The meeting leader (called a convener) will conduct the caucus according to Minnesota law.&lt;br /&gt;•    All caucus attendees will be able to vote in the Presidential Preference Poll.&lt;br /&gt;•    Caucus attendees will vote on officers for the Caucus and Precinct Leaders.&lt;br /&gt;•    Letters may be read from elected officials, those seeking election, or party representatives. In some cases, you may also hear from a candidate in person.&lt;br /&gt;•    Delegates will be elected from the Caucus attendees. Anyone who is present may submit his name to run for a delegate slot.&lt;br /&gt;•    Once the delegates are determined, they will vote on resolutions.&lt;br /&gt;•    Delegates will represent their precincts at the House District 54B Convention which will take place in late February or early March (exact date yet to be determined).&lt;br /&gt;•    Here is a handy Glossary of Caucus Jargon&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;What if I work or have school that evening?&lt;/span&gt;&lt;br /&gt;Minnesota Statutes section 202A.19 permits you to take time off from work (without pay) to attend your caucus if you give your employer written notice at least 10 days in advance. State universities, community colleges, and public schools cannot hold classes or events after 6 PM on the evening of precinct caucuses. State agencies, school boards, county boards, township boards, city councils, and all other political subdivisions cannot conduct meetings after 6 PM on caucus night.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;What if I have a disability?&lt;/span&gt;&lt;br /&gt;Most caucuses are held in accessible buildings. Individuals who plan to attend party caucuses may request an interpreter if needed. Requests must be submitted by certified mail to the party's county or legislative district committee at least 30 days before the date of the caucus. Individuals who require audio, braille, or large print materials may request all official caucus materials to be sent as soon as available so that they may be converted. Now that all elected servants have been served and 'put on notice', they are each being watched for their behaviors.  Watchdog committees are being organized all across the country in each State.  It calls for the nullification of all 'unconstitutional' legislation going back 100 years!&lt;br /&gt;&lt;br /&gt;If, over a period of time they continue 'business as usual', non-violent civic actions are recommended in the form of financial sanctions, provided a goodly millions of Americans sign the pledge and fulfill their due diligence to stand with their Constitutions for USA and State Constitutions. &lt;br /&gt;&lt;br /&gt;This is a legal and constitutional due process record that 'the people' have exhausted all civil means of remedy according to our Declaration of Independence.  (14 years of petitioning our servant government for redress of grievances of 14 egregious violations to our Constitution for USA, and State Constitutions going back almost 100 years, under the First Amendment and were consistently met with contempt by the Supreme Court of USA).&lt;br /&gt;&lt;br /&gt;Enough is enough.  No more petitioning.  No more protests.  No more dead end activism.  This is beyond elections, politics and tea parties.  The moral line has now been drawn and it is up to each and every American to sign the pledge in support of Articles of Freedom.  I urge all Americans who understand the rule of law to get involved.&lt;br /&gt;&lt;br /&gt;Below are the videos of the Minnesota Ceremony at the State Capitol April 19th last Monday for Articles of Freedom.  These ceremonies were simultaneously held across all 50 State Capitols at the same time according to their time zones!  All elected servants have been served their copies of AoF.&lt;br /&gt;&lt;br /&gt;Now, all that is needed to complete this phase and hold our elected servants accountable to their sworn oaths and proving our vigilance,  is the 'due diligence' of at least 10 - 15 million signatures of American citizens to the Articles of Freedom online.  This represents 5% of the entire U.S. population.  This will create the critical mass needed for civic actions to take place, if need be.&lt;br /&gt;&lt;br /&gt;&lt;a href="http://http://www.youtube.com/watch? v=FKh1pM2pIYs"&gt;www.articlesoffreedom.us&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;Daunting. &lt;br /&gt;&lt;br /&gt;Indeed, it is the only civil, non-violent way we have right now to return our entire bicameral system back under the rule of law..&lt;br /&gt;&lt;br /&gt;I would also urge each of you to sign the 'WeRefuse' petition being circulated to let the Federal government know they are violating our 10th amendment States Rights by imposing their 'illegal', unconstitutional, Health Bill on us all.  &lt;a href="http://www.werefuse.com/"&gt;http://www.werefuse.com/&lt;/a&gt;   &lt;br /&gt;&lt;br /&gt;This petition dove tails with Articles of Freedom very nicely.  &lt;br /&gt;&lt;br /&gt;Let us show them that not only can we get way over their 10,000 signatures required, but importantly,  we have a duty to show those covertly serving other masters that we have over 15 million signatures supporting Articles of Freedom country wide, and will be willing and ready to withhold financial support from a tyrant servant government once those numbers are achieved!&lt;br /&gt;&lt;br /&gt;Lets circle our wagons morally, non-violently and legally.  Enough is enough. Each Article includes “Remedial Instructions” to federal and state government officials, designed to end the violations.  There is no other known document or plan in America at this time that is in compliance with the U.S. Constitution and shows the people and a rogue government how to put the nation back on track. This successfully took place in November, 2009. &lt;br /&gt;&lt;br /&gt;Final resolutions called, '&lt;a href="http://www.cc2009.us/aof" target="_blank"&gt;Articles of Freedom&lt;/a&gt;' that formally list all egregious violations of the Constitution with 'instructions' to the government and what will occur if these instructions are not honored. The bailouts of wall street, the purchase of 'toxic assets', the trillions of dollars that are not accounted for, the number of foreign banks who received billions, yet the Federal Reserve refuses to tell us 'who' they are and 'how' much did they receive.  Due to the Federal Reserve Act, they don't have to tell us a thing. ET&lt;br /&gt;&lt;p&gt;&lt;em&gt;&lt;span style="font-weight: bold;"&gt;The Whole Foods Alternative to ObamaCare&lt;/span&gt;&lt;br /&gt;Eight things we can do to improve health care without adding to the deficit.&lt;br /&gt;&lt;br /&gt;By JOHN MACKEY&lt;br /&gt;&lt;/em&gt;&lt;/p&gt;&lt;p&gt;&lt;em&gt;"The problem with socialism is that eventually you run out   &lt;br /&gt;of other people's money."&lt;/em&gt;             &lt;/p&gt; &lt;a name="U10121756253ACD"&gt;&lt;/a&gt;&lt;p&gt;                 &lt;em&gt;&lt;/em&gt; &lt;em&gt;—Margaret Thatcher&lt;/em&gt;             &lt;/p&gt; &lt;a name="U10121756253Q4C"&gt;&lt;/a&gt;&lt;p&gt;                 &lt;em&gt;&lt;/em&gt;             &lt;/p&gt; &lt;p&gt;With a projected $1.8 trillion deficit for 2009, several trillions more in deficits projected over the next decade, and with both Medicare and Social Security entitlement spending about to ratchet up several notches over the next 15 years as Baby Boomers become eligible for both, we are rapidly running out of other people's money. These deficits are simply not sustainable. They are either going to result in unprecedented new taxes and inflation, or they will bankrupt us.&lt;/p&gt; &lt;p&gt;While we clearly need health-care reform, the last thing our country needs is a massive new health-care entitlement that will create hundreds of billions of dollars of new unfunded deficits and move us much closer to a government takeover of our health-care system. Instead, we should be trying to achieve reforms by moving in the opposite direction—toward less government control and more individual empowerment. Here are eight reforms that would greatly lower the cost of health care for everyone:&lt;/p&gt; &lt;div class="insetContent insetCol3wide embedType-image imageFormat-D"&gt;&lt;div class="insetTree"&gt;                 &lt;div id="articleThumbnail_1" class="insettipUnit insetZoomTarget"&gt;&lt;div class="insetZoomTargetBox"&gt;&lt;a&gt;&lt;img src="http://s.wsj.net/public/resources/images/OB-EF753_Mackey_D_20090811192058.jpg" alt="Mackey2" vspace="0" width="262" border="0" height="174" hspace="0" /&gt;&lt;/a&gt;&lt;/div&gt;                 &lt;cite&gt;Chad Crowe&lt;/cite&gt;&lt;br /&gt;&lt;br /&gt;&lt;/div&gt;&lt;/div&gt;&lt;/div&gt;&lt;a name="U10121756253cwH"&gt;&lt;/a&gt;&lt;p&gt;• &lt;em&gt;Remove the legal obstacles that slow the creation of high-deductible health insurance plans and health savings accounts (HSAs).&lt;/em&gt; The combination of high-deductible health insurance and HSAs is one solution that could solve many of our health-care problems. For example, Whole Foods Market pays 100% of the premiums for all our team members who work 30 hours or more per week (about 89% of all team members) for our high-deductible health-insurance plan. We also provide up to $1,800 per year in additional health-care dollars through deposits into employees' Personal Wellness Accounts to spend as they choose on their own health and wellness. &lt;/p&gt; &lt;a name="U10121756253RBD"&gt;&lt;/a&gt;&lt;p&gt;Money not spent in one year rolls over to the next and grows over time. Our team members therefore spend their own health-care dollars until the annual deductible is covered (about $2,500) and the insurance plan kicks in. This creates incentives to spend the first $2,500 more carefully. Our plan's costs are much lower than typical health insurance, while providing a very high degree of worker satisfaction.&lt;/p&gt; &lt;p&gt;• &lt;em&gt;Equalize the tax laws so that employer-provided health insurance and individually owned health insurance have the same tax benefits. &lt;/em&gt;Now employer health insurance benefits are fully tax deductible, but individual health insurance is not. This is unfair. &lt;/p&gt; &lt;p&gt;• &lt;em&gt;Repeal all state laws which prevent insurance companies from competing across state lines.&lt;/em&gt; We should all have the legal right to purchase health insurance from any insurance company in any state and we should be able use that insurance wherever we live. Health insurance should be portable.&lt;/p&gt; &lt;a name="U10121756253pUG"&gt;&lt;/a&gt;&lt;p&gt;• &lt;em&gt;Repeal government mandates regarding what insurance companies must cover. &lt;/em&gt;These mandates have increased the cost of health insurance by billions of dollars. What is insured and what is not insured should be determined by individual customer preferences and not through special-interest lobbying.&lt;/p&gt; &lt;p&gt;• &lt;em&gt;Enact tort reform to end the ruinous lawsuits that force doctors to pay insurance costs of hundreds of thousands of dollars per year.&lt;/em&gt; These costs are passed back to us through much higher prices for health care.&lt;/p&gt; &lt;p&gt;• &lt;em&gt;Make costs transparent so that consumers understand what health-care treatments cost. &lt;/em&gt;How many people know the total cost of their last doctor's visit and how that total breaks down? What other goods or services do we buy without knowing how much they will cost us? &lt;/p&gt; &lt;p&gt;• &lt;em&gt;Enact Medicare reform.&lt;/em&gt; We need to face up to the actuarial fact that Medicare is heading towards bankruptcy and enact reforms that create greater patient empowerment, choice and responsibility. &lt;/p&gt; &lt;p&gt;• &lt;em&gt;Finally, revise tax forms to make it easier for individuals to make a voluntary, tax-deductible donation to help the millions of people who have no insurance and aren't covered by Medicare, Medicaid or the State Children's Health Insurance Program.&lt;/em&gt;             &lt;/p&gt; &lt;p&gt;Many promoters of health-care reform believe that people have an intrinsic ethical right to health care—to equal access to doctors, medicines and hospitals. While all of us empathize with those who are sick, how can we say that all people have more of an intrinsic right to health care than they have to food or shelter? &lt;/p&gt; &lt;a name="U10121756253eJE"&gt;&lt;/a&gt;&lt;p&gt;Health care is a service that we all need, but just like food and shelter it is best provided through voluntary and mutually beneficial market exchanges. A careful reading of both the Declaration of Independence and the Constitution will not reveal any intrinsic right to health care, food or shelter. That's because there isn't any. This "right" has never existed in America&lt;/p&gt; &lt;p&gt;Even in countries like Canada and the U.K., there is no intrinsic right to health care. Rather, citizens in these countries are told by government bureaucrats what health-care treatments they are eligible to receive and when they can receive them. All countries with socialized medicine ration health care by forcing their citizens to wait in lines to receive scarce treatments. &lt;/p&gt; &lt;p&gt;Although Canada has a population smaller than California, 830,000 Canadians are currently waiting to be admitted to a hospital or to get treatment, according to a report last month in Investor's Business Daily. In England, the waiting list is 1.8 million.&lt;/p&gt; &lt;a name="U10121756253WcB"&gt;&lt;/a&gt;&lt;p&gt;At Whole Foods we allow our team members to vote on what benefits they most want the company to fund. Our Canadian and British employees express their benefit preferences very clearly—they want supplemental health-care dollars that they can control and spend themselves without permission from their governments. Why would they want such additional health-care benefit dollars if they already have an "intrinsic right to health care"? The answer is clear—no such right truly exists in either Canada or the U.K.—or in any other country.&lt;/p&gt; &lt;a name="U10121756253cKH"&gt;&lt;/a&gt;&lt;p&gt;Rather than increase government spending and control, we need to address the root causes of poor health. This begins with the realization that every American adult is responsible for his or her own health. &lt;/p&gt; &lt;p&gt;Unfortunately many of our health-care problems are self-inflicted: two-thirds of Americans are now overweight and one-third are obese. Most of the diseases that kill us and account for about 70% of all health-care spending—heart disease, cancer, stroke, diabetes and obesity—are mostly preventable through proper diet, exercise, not smoking, minimal alcohol consumption and other healthy lifestyle choices.&lt;/p&gt; &lt;p&gt;Recent scientific and medical evidence shows that a diet consisting of foods that are plant-based, nutrient dense and low-fat will help prevent and often reverse most degenerative diseases that kill us and are expensive to treat. We should be able to live largely disease-free lives until we are well into our 90s and even past 100 years of age.&lt;/p&gt; &lt;p&gt;Health-care reform is very important. Whatever reforms are enacted it is essential that they be financially responsible, and that we have the freedom to choose doctors and the health-care services that best suit our own unique set of lifestyle choices. We are all responsible for our own lives and our own health. We should take that responsibility very seriously and use our freedom to make wise lifestyle choices that will protect our health. Minnesota’s three major political parties are the Democratic-Farmer-Labor, Independence, and Republican parties. Minnesota's minor political parties are the Green, Constitution, and Libertarian Parties.&lt;span style="font-weight: bold;"&gt; Precinct caucuses are open to the public.&lt;/span&gt;&lt;br /&gt;&lt;/p&gt;&lt;p&gt;&lt;strong&gt;What’s happening at the caucuses? &lt;/strong&gt;&lt;/p&gt;&lt;ol&gt;&lt;li&gt;&lt;strong&gt;Election of delegates and alternates&lt;/strong&gt;&lt;br /&gt;Delegates are the individuals who will go to the party conventions later in the spring and summer to determine which candidates will receive the party endorsement. At the precinct caucus you will have an opportunity to elect delegates and alternate delegates. Become a delegate if you want to influence which candidates your party will support.&lt;br /&gt;&lt;/li&gt;&lt;li&gt;&lt;strong&gt;Discussion of issues&lt;br /&gt;&lt;/strong&gt;Caucuses also provide a forum for you to voice your views on a wide range of important political issues. You can submit and vote on resolutions that the party conventions may make a part of their platform.&lt;br /&gt;&lt;/li&gt;&lt;li&gt;&lt;strong&gt;Election of local party leadership &lt;/strong&gt;&lt;br /&gt;The political parties use the precinct caucuses to elect their precinct officers.&lt;br /&gt;&lt;/li&gt;&lt;li&gt;&lt;strong&gt;Straw Ballot&lt;/strong&gt;&lt;br /&gt;Political parties may use the precinct caucuses to conduct preference polls for presidential candidates. The caucuses are also a great place for other candidates for elected office to build support. &lt;/li&gt;&lt;/ol&gt;&lt;p&gt;&lt;strong&gt;Where will my caucus be held? &lt;/strong&gt;&lt;/p&gt;&lt;p&gt;The parties have provided the Office of the Secretary of State with lists of caucues times and locations. The Caucus Finder will display the caucus meetings and times in your precinct. &lt;/p&gt;&lt;p&gt;&lt;strong&gt;Who can attend the caucuses? &lt;/strong&gt;&lt;/p&gt;&lt;p&gt;Precinct caucuses are free and open to the public. To participate at a caucus you must support or be likely to support the candidates of the political party whose caucus you attend. &lt;/p&gt;&lt;p&gt;&lt;strong&gt;What if I have a disability? &lt;/strong&gt;&lt;/p&gt;&lt;p&gt;Most caucuses are held in accessible buildings. Individuals who plan to attend party caucuses may request an interpreter if needed. Requests must be made by letter or electronic mail to the state office of the major political party whose caucus they plan to attend before the precinct caucus date. &lt;/p&gt;&lt;p&gt;Individuals who require audio, braille, or large print materials may request all official caucus materials to be sent as soon as they are available. Contact your party’s state office for more details. &lt;/p&gt;&lt;p&gt;&lt;strong&gt;What is the next step after the precinct caucuses? &lt;/strong&gt;&lt;/p&gt;&lt;p&gt;Each caucus will elect a certain number of delegates, which they usually set based on the voting results in that precinct for the party’s candidates in previous state elections. The delegates elected on precinct caucus night will take part in the party’s county or district convention, and many of these delegates will continue on to the congressional district and state conventions. &lt;/p&gt;&lt;p&gt;&lt;strong&gt;Be An Election Judge! &lt;/strong&gt;&lt;/p&gt;&lt;p&gt;Election judges serve in over 4,000 polling places across Minnesota on election day. State law permits employees to take time off from work without loss of pay to serve as election judges. A&lt;/span&gt;&lt;span style="font-style: italic;"&gt;llow tax-deductions &lt;/span&gt;&lt;span style="font-style: italic;"&gt;for individuals purchasing health insurance premiums&lt;/span&gt;&lt;span style="font-style: italic;"&gt;.  &lt;/span&gt;&lt;span&gt;Since 1942, premiums on employer-sponsored plans &lt;/span&gt;&lt;span&gt;have been tax-free while health insurance plans purchased by individuals have not enjoyed such benefits.  The result: Most people get their health insurance from their employer.  The down side it that now &lt;/span&gt;if you get laid off, you lose your insurance and become stigmatized with a pre-existing condition.  Ending this special treatment will allow individuals to purchase affordable health insurance in a fair market environment. Repealing this 1942 federal law will facilitate portability of coverage, regardless of employment, and will put to rest much of the debate regarding pre-existing conditions.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-style: italic;"&gt;2. Allow individuals to purchase insurance across state lines&lt;/span&gt; by invoking the interstate commerce clause.  One study estimated that that adjustment alone could cover 17 million uninsured Americans without costing taxpayers a dime.  Currently, Minnesotans have only five insurance companies to choose from.  Interestingly, three of the largest, Blue Cross Blue Shield of Minnesota, Medica and HealthPartners, are all non-profit organizations.  So much for those evil profit-hoarding private insurance companies.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-style: italic;"&gt;3. Enact tort reform&lt;/span&gt; to end unjust medical malpractice claims.  Insurance premiums paid by doctors are passed down to the consumer, making health care more expensive for all.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-style: italic;"&gt;4. Stop regulating what insurance companies have to cover.  &lt;/span&gt;Mandating what insurance policies must cover leads to increased prices.  Minnesota is one of the worst for mandating all sorts of ridiculous coverage.  For example, ten states require residents to purchase coverage for hairpieces.  And in 45 states, teetotalers (individuals completely abstinence from alcoholic beverages) must purchase coverage for alcoholism treatment.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-style: italic;"&gt;5. Repeal the Kefauver Harris "Drug Efficacy Amendment" of 1962&lt;/span&gt;, mandating that the FDA test for not just safety but effectiveness. According to the Cato Institute, this drives the cost of some medications up as much as 40%.  The invisible hand of free market has brought forth objective, independent, and reliable market solutions such as Consumer Reports, Underwriters Laboratories, and the Good Housekeeping Seal of Approval.  As consumers and doctors demand such a service for food and drug effectiveness, the market will surely respond with such testing organizations. These services will be more efficient and cost effective than a bureaucratic federal regulator.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-style: italic;"&gt;6. Switch to a High Deductible Health Plan (HDHP).&lt;/span&gt;  Most Americans are over-insured. A HDHP is a health insurance plan with lower premiums and higher deductibles than a traditional health plan. Insurance plans should be for catastrophic and unforeseen risk, not for everyday regular purchases.  You wouldn't purchase gas or tires with your auto insurance.  You wouldn't purchase a vacuum or furniture with your homeowners insurance.  So why do we insist on purchasing routine tests and medications under our health insurance plan?  As a result, Doctors’ offices waste billions just in the billing process. Plus, this third-party payer system masks the costs charged to insurance companies, employers, and customers.  Switch to a HDHP and save!&lt;br /&gt;&lt;br /&gt;&lt;span style="font-style: italic;"&gt;7. Expand Health Savings Accounts (HSAs) for routine expenses.&lt;/span&gt; HSAs are tax-advantaged medical savings account available to taxpayers in the United States who are enrolled in a High Deductible Health Plan (HDHP). HSAs are for out-of-pocket and non-catastrophic expenses.  Having a high-deductible health insurance plan in conjunction with consumer-driven HSA are key to low cost health care.  It put patients in charge of their health care dollar.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-style: italic;"&gt;8. Make costs transparent to the consumer.&lt;/span&gt;  Insist that providers show consumers a detailed breakdown of their services and costs.  Regardless of who is footing the bill, sunlight is the cure to wasteful spending.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-style: italic;"&gt;9. Allow doctors to take their licenses from state to state.&lt;/span&gt; Rethink medical licensing laws to encourage greater competition among providers.  For routine needs, consider seeing a nurse practitioner instead of a doctor.  Patients should seek out the best medical practitioners for their dollar.  Using non-partisan reviews such as Angie's List or Consumer Reports will provide shoppers with the information they need to make wise decisions.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-style: italic;"&gt;10. Congress should change Medicare &amp;amp; Medicaid to a voucher system.&lt;/span&gt; Currently 46% of all health care spending in America is paid for by the government.  This leads to hundreds of billions in potential waste.  Let the customer choose any health plan on the market and if they choose an economical plan, allow them to roll their savings into next years plan.  Again, let's put the consumer in control.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-style: italic;"&gt;11. Legalize choice, competition, and responsibility&lt;/span&gt;.  Let individuals control their own health care dollars, and allow consumers to choose from a wide variety of health plans and providers, without government interference. Choice, competition, and consumer-driven spending are why the cost of Laser Vision Correction procedures have gone from $10,000 to around $1000 in just 20 years. Most health care spending is non-catastrophic. Instead, ask them to pass The Patients' Choice Act (S. 1099 and H.R. 2520). Republican candidates will have a sense of their standing in the race when the state party holds a straw poll at its October convention.&lt;br /&gt;&lt;br /&gt;Some of the candidates include State Representative Tom Emmer, former House Minority Leader Marty Seifert, State Representative Paul Kohls, and former State Auditor and current President of the Minnesota Free Market Institute Pat Anderson.
